arXiv reportedly caps each submitter at two papers a month

A two-per-calendar-month cap that counts rejected papers

According to The Register, arXiv introduced an immediate limit of two new submissions per calendar month for each submitter, regardless of whether a paper was made entirely by people or with AI-tool assistance. The report says rejected papers count toward the monthly total, while a paper with multiple authors counts against the person who files it. It attributes the move to a rise in low-quality submissions and reports that arXiv received 40,363 submissions in September.

arXiv had a practical limit under which moderators could judge whether a person was submitting too many papers. A separate cap of three active submissions had been in place since 2024.

The reported immediate change sets a hard cap of two submissions per calendar month per submitter, alongside the existing limit of three active submissions.

arXiv is a venue for distributing research preprints, so a per-submitter cap can directly constrain how frequently individual filers submit papers. The reported measure is described as a stopgap while arXiv assesses submission practices and its effect on moderation workload and researchers.
